Vista off my computer product

I got a pop up appear on my computer saying that it was Vista and I had viruses on my computer, I should buy their product to get viruses off - this pop up close all my programs including the internet, I could not access all programs on my computer, I couldn't remove the pop up and then my computer shut down and it will be even turn on now.  This seems to be a Vista product.  How can I get my computer working again?

    At startup, Vista update will start and get blocked msg on "Full download 100% - do not turn off your computer".  Last night on the left that it runs and it took 12.5 hours before finally coming out of the error status and asking for the password.  Could not stop downloading progress with Task Manager/ctrl-alt-del, etc., unless you use the power button / stop.   This severely limits the duration of use and if/when we are able to use it in an hour or two, it black screens and reboots restart fiasco together again.

    Because you can't go to your office, I suggest that you start your computer in safe MODE. Next to normal mode, it is a different way to connect to your computer and makes a few changes when the problem.

    HOW TO START YOUR COMPUTER IN SAFE MODE

    1. Restart your computer if it is running.
    2. Press the F8 key after your computer powers initially.
    3. Once you see the menu Advanced Startup Options , you can stop tapping.
    4. Up/down arrow keys to highlight your selection.
    5. Select Safe Mode with network and press enter.
    6. You should see loading drivers and then Please wait.
    7. You should then be on the Welcome screen.

    Connect to your computer using an account with administrator privileges.
