  I finally found the reason. It is caused by aliedit which is a plugin for browser of alipay. When I kill the process, my connection become normal. Now, I've disabled services, on and deleted the executable files from another system.

They work fine on my old laptop that runs windows 7 as well. I reinstalled the drivers with those newer. I disconnected all my other stuff without wire and the problem persists. I plugged into different USB ports. I'm only a 1 m from the PC. I have no idea wat the problem would be, but I can assure you that keyboard and mouse work perfectly on my laptop.
