Windows 7 64 bit - Diagnostic Policy Service won't start - error 5 access is denied

I am getting the Diagnostic Policy Service error 5 access denied. I can't start the service no matter what I do. I did all of the following without success and need urgent advice as gone through a lot of forums without success.

(1) used the subinacl tool to reset my security clearance on all the registry files grant complete access to administrators and system without success

(2) have started my pc using MSCONFIG in a configuration minimum diabling all non-microsoft services, and it did not solve my problem.

(3) I tried to add/remove a feature of Windows like Windows Media Player and when the shuttdown system displays a msg saying that Windows could not configure your system so that the new setting, windows will revert to the previous state. and the media player is always on display.

The fact that the Diagnostic Policy Service does not stop me using my Dial-up connection using a wireless modem using the PC card, it gives me Error 797 Port is not available. My dial-up show property of connection in the general tab, under connect using this says: device Unailable deleted (). So I have no internet on PC card, even if the device is detected by Windows and I see it as Iburst Terminal.

I also have a problem, when I click on the phone and Modem in Control Panel, I get following error: phone and Modem Control Panel can not be opened. You can have a problem starting Telephony Service.

I checked the Telephony Service it is configured to automatically and it is started. (I tried stop/Start) but doesn't solve is not my problem.

Any help on this is much appreciated.

Dear I.  Suuresh Kumar,

Your silence to my post 2 has left me no choice to do a repair of Windows 7 upgrade. For the people who run the same problem, I found that it was the only alternative because none of Microsoft could give me an answer. I found a post that explains how to make a repair upgrade, which, for me, took place between 13:30 and completely finished and successuflly at 20:00.

What it does, it re - install a clean version of Windows and keeps all your programs/settings/drivers/connections etc... intact. It was my solution. My system is now clean and without any problem. TKS at the following link.

    From now on, I would suggest trying the following steps and check.

    Go to Start > search and type in cmd > click right on returned cmd.exe and select 'run as administrator' (click Yes to UAC prompt)

    Type the following commands one by one and press enter

    net localgroup administrators / add networkservice

    net localgroup administrators / add localservice

    Exit command prompt by typing exit and pressed enter or simply X out.

    I googled around and found a few shots on the connection to SQL and issuance of an order to increase this authentication / connection number, but when I run the SQL Studio Express tools and try to connect to the database that the local administrator account he errors on authentication.  I keep poking at the issue, but he was hoping someone else has had this problem with vCenter and has an idea.  I have a battery of 28 knots box by with a dozen systems could not be started due to file locking issues.

  • Cannot start the various services of the system; "Error 5: access is denied."

    While the usual game of services configured to start automatically, they, well, aren't... And trying to make em start manually translates "access denied" or "dependency service or group could not start" error. Only a small handful of load on their own, but they do not include, for example, the Remote Procedure Call service.

    The user account is supposed to have administrative access; the Group of user accounts (accessed via the control panel) is empty, and (as I am running XP Home) I have no access to the local users and groups. Restart in safe mode and the connection via the administrator account cause the same exact symptoms.

    I was not present when the problem started, but I am told that it took place after the system crashed and restarted. Start up times are extended, but do not understand the error messages.

    I can't use the catering service because it does not start. The same for the Windows Installer service. The services that start are:

    Plug-and-Play
    Java Quick Starter
    Event log (which has no error)
    Hello Service
    AVG Free8 Watchdog Service
    ATI Hotkey Poller
    Apple Mobile Device

    Last known good Configuration boots in exactly the same way.

    I found a thread online, noting that if you see this article of your registry, you can get rather more solid info on your services:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

    When looking for the RPC here service, I found that it relied on "c:\windows\system32\svchost.exe" in order to load. Of course, attempting to run manually giving access denied errors.

    I rebooted in safe mode and checked the permissions (by opening the properties file and then by checking the Security tab) - group Everone has had total control, but on the re-disabling/enabling access error messages have disappeared. I rebooted normally and the RPC service was back running, as well as all the others.

    Unfortunately, after restarting once more permissions whacked again and I was forced to repeat the procedure. At this time I am pretty certain that some malware is involved, but you can consider the initial problem fixed. Thanks for your time.  :)

    To restart the diagnostic policy Service click 'Start', type cmd , then right click on cmd and select "run as Administrator".

    net start dps and press ENTER.

    Our internet does not connect to our PC, even when manually connected with the ethernet cable, but all our wireless devices such as iPhones and laptops to connect properly.     net localgroup administrators / add localservice
    Press enter, and then type:
    output
    Press enter, and then restart your computer

    Open services and make sure that the service is started.

The dependency service or group was able to start. "" When I click on diagnose and repair, it says Network Diagnostics cannot run because the Diagnostics Policy Service is not running "then it gives me the option to open the Service Control Manager to manually start the diagnostic policy Service.  This opens a window of Services with a huge list of things I don't understand.  I searched for solutions to the problem, and none have worked.  Any advice greatly appreciated.

    Change the settings of the REGISTRY can cause serious problems that may prevent your computer from starting properly. Microsoft cannot guarantee that problems resulting from the REGISTRY settings configuration can be solved. Changes to these settings are at your own risk!

    It is possible that the permissions on a specific registry key has changed. You can try to correct this by clicking on start, type regedit in the prompt, do a right click the program regedit and select run as administrator. In the registry editor, click the arrow to expand the selection, go to HKEY_LOCAL_MACHINE, SYSTEM, CurrentControlSet, Services, DPS, on the right, click settings and click Permissions.  In the permissions screen, select the user TrustedInstaller . If you do not see the TrustedInstaller user, click Add, type NT TrustedInstaller service and press OK. If make sure that permissions full control and read are checked for the TrustedInstaller user.

    A lot of my services will not work because they are dependent on the th diagnostic policy service. When I try to read the dependencies on the DDA, I get "critical error from WMI. I have spent many hours, as a result of many suggestions, but still cannot solve this problem. Lately, I've made the change Reg suggested in this forum, add TrustedInstaller to settings. I clicked to give total control, but when I clicked 'Apply', the check for permissions marks have been removed. I did it five times with reboots. The registry does not accept these amendments. Can you please specify?

    I have a problem with the connection to wireless internet. The router is working because I can get online to other computer and iphone. The question seems to be from my laptop.

    I was able to connect to the wireless using this laptop last night, but today in some sort it has stopped working. When I try to connect it says "restricted access". I have tried rebooting, removing the memory and of course Google wireless network, but nothing seems to work.

    When I tried to solve the problem, it says "diagnostic policy service does not work. So I went into Services and tried to turn it on (START) "Political diagnosis Service" but it gives me "error 1053: the service has failed to demand launch or control in a timely. I read online to install .net Framework 1.1 service Pack1 to get rid of this problem. But which is not supported by Windows 7, the more I installed 4.0 Framework, which should have taken care of this problem.

    Another suggestion is to disable the firewall and I noticed that my firewall is already turned off and I can't turn it on. I had the external anti-virus software, which I removed for this problem, but nothing works! When I tried to turn on the Firewall Services' Windows I get an error 1068: the dependency service or group could start. Dependence are: Base filtering engine and Windows Firewall authorization driver. Who do not start.

    I tried fixing the registry using the Wise Registry Cleaner. Clean something, she has not fixed any problems yet.

    The original message has been able to resolve error 1053 by reinstalling Windows. If you have not reinstalled Windows, I would say the following steps before you spend money on the circuit board. If you already try reinstall Windows and always have failed, I suggest the internet search (or the site of the manufacturer if your computer is a Dell, Acer, HP, etc.) for the same or a Platinum compatible as prices can vary according to your computer brand and model.

    I suggest that you follow the steps below and check if the problem persists.

    Step 1:

    a. Click Start, type "Services.msc" in the search box, and select 'Services '.
    b. search for 'Diagnostic policy Service' and right-click and select "Properties".
    c. now, restart the service as well as addiction services

    Step 2:

    Test the issue in a clean boot State, and check if the problem persists.

    Note: Follow step 7 to your computer as usual.

    I also tried the solution advocated in article KB 943996, but all the permissions are OK.

    I have however indicated that the dependent services not starting not are:

    Base filtering engine which errors with an error 5: access is denied message.

    BFE is dependent on the remote procedure call which, in itself, has begun with all its dependencies.

    As a result of this error, I have the network and sharing Center is unable to give me a network name and said only: the dependency service or group could start.

    With an automatic launch services that are not watch:

    Internet connection sharing (not enabled by me so should be good)

    The only change that I can remember was installing a TurbaCash, an accounting software package of open source software which I have now uninstalled.

    What else can I do to fix this? I can't support free Microsupport nor can I afford to pay for it.

    You can try to reset the permissions, similar to the article you posted, but this will have an impact on the entire registry permissions.

    You can also try to reset the permissions of files by running the Fix It tool at the following link: http://support.microsoft.com/kb/313222

    Let us know if that helps.

    1. Download the SubInACL tool and install it.  By default, it will install in c:\Program Files\Windows Resource Kits\Tools
    2. If you are running Windows Vista, click the start menu, choose all programs, then Accessories, and then right-click on the element named command prompt and choose run as administrator

  • Change the values named YOURUSERNAME for the Windows user account to which you are connected to.

    Note:  YOURUSERNAME value must match the name of your user folder in c:\Documents and Settings (or c:\users on Windows Vista and higher).  You can also find the value to use for YOURUSERNAME by launching the Task Manager and looking at the user name in the user name for the process tab column.

  • Save and close reset.cmd.
  • In the cmd prompt, type reset.cmd and press ENTER to run the SubInACL tool.  This tool will take several minutes to run, and it requires that the user account you are using has administrator privileges on the system.  This is why it is necessary to run from an elevation prompt cmd on Windows Vista.  Step 2 above can be used to start a cmd prompt on Windows Vista.
