  I just got a USB-9171 with 9401 module.  Try to install it on a laptop Dell Vostro 64 bit WIndows 7.   Found a solution by calling the service tech.

  Unplug the USB device.

  With the help of MAX, go to tools > reset Configuration data.  This will erase the MAX configuration and restart.

  Thanks to all who tried to help, it means a lot!  I have no idea what happens but I tried to run a complete scan with antivirus program McAfee I was BTW it was free because of the internet service gave to me to be a customer with them, (I guess they have an ongoing case) not much of a cause I had nothing else problems with McAfee all for about 5 years and they are so much better programs out there (to new my opinion) but on with my story so whenever I tried to run a full scan or fast he rode every time error cannot start scan try again and so on, so I called them and they could not understand what the problem was and finally reinstalled but it doesn't work and of course they wanted me to buy a version... So I said forget it and went with one of the best Antivirus out there (my opinion only) programs free and it scanned and found some articles ad and he never came back! So I'm lucky so far and happy! Once again thanks to Jose @ and @ John for help and getting back to me, that shows the high level of awareness and dedication... So thank you to you two! I have no idea of what the problem was I think that he had with the Ad-ware and anti virus program does not properly and somehow obtained a "bug" If you want to.   Follow these methods.

  Method 1: Follow these steps:

  (a) restart your computer if you have not already done so. There is always the possibility that the error Code 31 that you see was caused by a temporary problem with Device Manager. If so, a simple reboot can solve the Code 31.

  (b) have you install a device or a change in the Device Manager, just as the Code 31 error appeared? If so, it is very possible that the modification caused the Code 31 error.

  (c) cancel the change if you can restart the computer and then check again the error Code 31. Depending on the changes, some solutions may include:

  There may be a corrupt installation, you need to delete everything first.
