Can't access a secure site, error message "file windows\system32\MSHTML.hlp must be reinstalled."

Original title: How can I reinstall the Windows\system32\mshtml.hlp

I was download wallpaper on a monthly basis on a protected site since I my Dell laptop in oct 2011.  Now all of a sudden my computer informs me that access is denied.  When I click ok it says this file windows\system32\MSHTML.hlp must be reinstalled.  How can I do this?

If you use Internet Explorer, you can try the steps and check if it helps.

Method 1:

    It is possible that some third-party programs installed on the computer is causing the problem.

    I suggest that you perform a clean boot and check.

    To help resolve the error and other messages, you can start Windows Vista or Windows 7 by using a minimal set of drivers and startup programs. This type of boot is known as a "clean boot". A clean boot helps eliminate software conflicts.

    Reset the computer to start as usual

    I noticed my extra long taking computer to start from a few days ago.  I can't access the internet until the second message appears after the error message.  This message says "spooler subsystem app stopped working and was closed".  I have Norton 360 protection and my OS is Vista Basic.  I did a scan antivirus with no problems detected.  The only time that this message is when I start my computer.  Help!

    You can check if the problem occurs in safe mode. In safe mode; you have access to only the drivers and base files.

    The LXCItime.dll is the file associated with the Lexmark printer. If you receive the error message when printing using the Lexmark printer then I would suggest that you uninstall and then reinstall the Lexmark printer, check if it helps.

    Considered to be malware: please proceed with thorough and intense scrutiny for malware and if the
    rest error message again the next message will show how to remove it.

    If you need search malware here's my recommendations - they will allow you to
    scrutiny and the withdrawal without ending up with a load of spyware programs running
    resident who can cause as many questions as the malware and may be more difficult to detect as the
    cause.

    I'm so frustrated!  I tried to download Google Earth, and it would not load - so I started to experiment and I really screwed up the system!  Now, I get error messages saying the C drive is not accessible, and access is denied - trying to make a system restore I ge the message above saying the parameter is incorrect.  When I right click on the c drive, it shows that it is TOTALLY FULL - it wasn't a couple of days! I am running Vista 32 bit.  ANY help you can give me will be GREATLY appreciated!  I use the discussion groups in the office all the time and have always been able to get the right answer - I am hoping that will be the case here, although I do understand that this might be a bit more complicated.

    Thanks for getting back with me!  But I was so freaked out I got back my computer gurus and it costs $100, but it's fixed now!  Yes! If she was my own computer I probably would have continued to try here, but because it belongs to someone else, I didn't take a chance of really of screwing.  It turns out that the C drive was full (in color), and yet he says there's ZERO bites on it!  I wish I could be with my guru to see what he did... but at least I am in place and works now, so it's a GOOD thing! :))) Thanks much to answer and try to help me!
