  I use Windows Vista on my laptop. Its quite some time that I did not use my DVD/CD drive. Today, I try to use but cannot read any CD or DVD. I was trying to solve the problem of updating the drive, but still cannot fix. Can I use Microsoft FIX IT microsoft support but the problem still there.

  Something to say: windows cannot start this hardware device because its configuration (in the registry) information is incomplete or damage (Code 19).

  It is very rare for the methods in the 1st answer above does not fix a Code 19.

  You might have a disk problem as the CD/DVD is actually 4 discs in 1 case (CD & DVD and CD burn and)
  DVD playback). Therefore, it is not unusual for 1 or 2 rooms with not so work that others do it properly.

  Did you follow the Troubleshooting Guide for the reader who still does not work? There are some registry entries
  that the troubleshooter does not, and those who "could" be the cause.

  Check with your system manufacturer Maker and device for possible firmware updates and the good

I added a hub that can provide power to its connectors USB, HP X 2, by car and the problem has been resolved!   I have problems with my laptop (model: Satellite Pro L40 - 17F Cel - M 540 1.83/1GB/120GB 15.4).
  I have problems with the dvd player. When I got the laptop I managed to install a few things but now - on a two weeks later, I can't read or write CDs or DVDs.

  I checked many solutions to fix but does not work. I uninstalled the driver and restarted my computer and it reinstalled the same as that which does not once again.

  may I ask what fire you´ve applications installed on your machine? I ask for the following reason:

  Several installed burning applications may interfere each other, so could not stop the drive works properly.
  Please, try the following:
  Find somewhere a linux cd or something that you can start from, and then try to start and when the disc turns and starts him CD then you know that your problem is not hardware partners, it s more a problem located somewhere in your Windows operating system.
