computer doesn't restart/shutdown

When I go down at the start and the arrow next to the stop and select stop down, the computer stop open programs, disconnects and says "shutting down", but it never stops really... it just says: he's going to-for hours.  The only thing I can do is cut the current and the cold start.

Also, same thing if I try to restart it from the button closure.

What is happening with this?
