Crashed Windows 8 that no keyboard mouse may not work

My Packard Bell EasyNote TE69KB laptop is a Windows 8 (not pro), it shows this photo please help me I need the quick answer please!

Your laptop has a CD or DVD drive? If so, check if you have left a CD or a DVD in there.

If it is not a CD or a bootable DVD, this is why you get the message. Remove the CD or DVD
and it should start. Is there not a CD or a DVD in the player left, it might be possible that the hard drive has failed and needs to be replaced.

In addition, sometimes the configuration settings for the drive may have changed. To determine if this change has occurred and to restore the original configuration, follow these steps:

a. to access the BIOS, turn on the laptop and immediately press the ESCkey to display the Start Menu and press the F10 key.
b. press F9 to reset the default settings of the BIOS and press Enter to confirm the action.
c. Press F10 to save the changes and exit the BIOS and press Enter to confirm.

    • Do you use your laptop or desktop computer?

    Check if keyboard works in basic input/output system (BIOS), if it works, then you will need to enable USB port from there.

    You will need to contact the manufacturer of the computer to aid in the basic input/output system (BIOS).

    If this does not help then you need to connect PS\2 mouse and activate later all USB ports on the computer.

    Important: Change (CMOS) BIOS/complementary metal oxide semiconductor settings can cause serious problems that may prevent your computer from starting properly.     I had a load of a keyboard and a USB mouse, and they work, so it would be a kind of compatiability issue?

    This device is not known to me but please check if Toshiba Mobile Extensions 3 installed on your laptop. See also the version
    Check if the latest version of the BIOS is also installed on your laptop.
    If this isn't the case, then try updating the BIOS.

    2. the problem occurs only with a specific USB device?

    3. What is the brand and model of the computer?

    This problem might have occurred because of these reasons:
    1 USB drivers are corrupt.

    2. USB port does not work.

    3. hardware issue.

    I suggest you run the hardware troubleshooter to check if it helps.

    When you perform a search in Outlook, I get an error that it is always indexing.  I tried all the patches, but when I go in the options of indexing, it says index is not running.  The only option I have is advanced and there is the default settings.  This did nothing and I can not turn Indexing on the back.

    Outlook always has this problem or is it the first time that this has happened? We suggest you check to see if the Windows Search Service is running. Go to start > >(Classic View) Control Panel administrative tools > Services. Scroll down the list and make sure that Windows search is set to automatic. Open the service by double clicking on it, then choose automatic from the Startup Type. Once it is restarted, restart the machine for good measure. It may initially take a little while for Outlook to index if you have a lot of information in your e-mail software.

    I suggest you follow the methods listed below. Before continuing, please answer the question below.

    (1) what is the program that you try to run?

    I suggest you to follow the below methods and check if it helps.

    Method 1: Run the hardware troubleshooter and check.

    Follow the steps to run the Troubleshooter:

    (a) press the Windows key + C on your keyboard to display the bar of charms.

    (b) type of Troubleshooting , and then click solving problems under settings.

    (c) now, type Hardware Troubleshooter in the option Search .

    (d) click on hardware store to run the troubleshooter.

    Also try to update the drivers for the keyboard and the touchpad.

    Method 2: Update drivers for the keyboard and the touchpad.

    (a)  , press the Windows key + R, type devmgmt.msc.

    (b) right click on the keyboard.

    (c) click on Properties, click the driver tab.

    (d) click the Update driver button.

    (e) click on the OK button.

    Similarly, follow the steps to update the touchpad.

    Method 3:  Run the Microsoft safety scanner.

    All of a sudden the keyboard and mouse do not work. Batteries are full. Device driver seems to work. I don't remember add a device. I removed a printer attached to my laptop.

    I suggest you to check if the keyboard and mouse work will find in safe mode. Follow the steps that will help you perform the following checks:

    Method 1

    a. restart the computer.
    b. start typing the F8 key.
    c. you get early boot option window.

    After the entry into SafeMode Log in your user account and check if the keyboard and mouse are working.

    After you perform method 1 Troubleshooting and if you find the keyboard and the mouse does not work correctly then you can perform the following procedure.

    Method 2:

    You can also perform the clean boot and check if you are able to start successfully. Clean boot will start Windows Vista by using a minimal set of drivers and startup programs and helps eliminate conflicts of third party software.

    Method 1:
    If you use the USB keyboard and mouse, and then follow the steps below to uninstall and reinstall the USB controllers.

    (a) press the Windows logo and X from the keyboard.
    (b) type devmgmt.msc , and then press ENTER.
    (c) expand Bus USB controllers.
    (d) right-click every device under the Bus USB controllers node and then click on uninstall to remove them one at a time.
    (e) restart the computer and reinstall the USB controllers.
    (f), check the question;


    Method 2:

    The 'USB selective suspend settings' option in the Power Options can be activated.

    (a) press X and WWindows logo and choose Power Options
    (b) click on change plan settings for the selected power plan
    (c) click on that to change advanced power settings
    (d) Expand USB settings and then the USB selective suspend setting and change them to disabled.
    (e) click OK in the power settings window, and then click save changes in the Edit Plan settings window.

    Method 3:
    If this does not help, I suggest to change the power to its default settings and check if it helps.

    You can follow the steps to do this:

    (a) press the Windows logo key and X set and choose power options.

    (b) under the preferred plans, click on balanced (Recommended).
    (c), click Change Plan settings and more balanced (Recommended) option.
    (d) click on restore default settings for this plan on .
    (e) click Yes to save the changes.

    Now check the issue.

    There are a few options that you could check.
    *-> BIOS update.*
    In the case where there is a new version of the BIOS of your laptop, perform the update on your device.

    *-> System restore / restore *.
    You wrote above you already set the laptop to a previous data, but I'm don't think it is good enough. It s advisable to get the laptop back to factory settings.
    How?
    Using the previous created recovery (disk or memory stick flash) media or using the option to drive HARD recovery (power of the device, press F12 and select HDD recovery)

    Of course the HARD drive running recovery would lead to the loss of data, back up crucial data.
