  Use the F2 key to enter the BIOS settings and change the order of boot devices. This option is under the STARTUP tab. Otherwise, you can insert the recovery CD when the unit is turned OFF. Turn it on and immediately press the C button. keep it down for a few seconds and unit is forced from the CD/DVD drive.

  You may or may not need to change the BIOS settings.  Assuming that you have a bootable CD with this tool, put it in your CD drive and restart the computer.  One of the 3 things will happen:

  1. the computer starts from the CD and you can follow all instructions you have Symantec.

  2 watching very carefully that the computer starts.  You may see a message that says something like "press any key to boot from the CD-ROM.  If you see this message, press a key (for example, the space bar) and the computer boots from the CD.

  3. watch very carefully that the computer starts.  You will see a message that says something like, "to change settings, press F1."  The key that you press on will be different depending on your particular computer.  It might be F1 or F10 or del key.  Whatever it is, press this button and you will enter the BIOS configuration utility.  From there, you can change the boot order to CD first.  Directions to navigate the BIOS Setup will be displayed on the screen, but they will involve using the button tab, enter, and arrow keys, because your mouse does not work in this utility.

I do and I get normal loading windows files, and at the end of this road, I get the Welcome screen in windows7 with no option and a fat slider. I don't have the little box that tells me that I can fix my computer or reinstall windows, NOTHING.   I think that the motherboard has a problem because removing the rider of P/O should have removed the password.

  Follow the procedure recommended in the user guide of Dell.

  I find that if I put the computer on its side (after removing the cover and the location of the battery) is to use a small probe sharp plastic to help remove the battery and replace it with a new "fast".   You don't seem to understand how it works with primary and secondary memory voltage settings schedule and bus. the laptop BIOS ROM file includes settings in its encoding of the memory modules that meet the compatibility requirements. If you install memory that has not been tested for compatibility, so it will not work or even it seems to work, it will be unstable.

  A BIOS of the laptop is quite unlike a BIOS that is present in a motherboard level amateur games. There are no timings adjustable and tensions to the timings of the memory or bus in a laptop BIOS BIOS standard voltages. It actually is to protect the owners from themselves.  You "do not 1.5 and 1.35. You can't change the setting of the voltage on the bus to do anything other than what is defined in the BIOS. If you install the module memory does not accept the voltage set by the BIOS code, then you are simply out of luck.
