  I have a new p6210y, running Windows 7, it is about 30 days old...   How long have you had this laptop?  It is still under warranty?

  You have ensured that you have the latest version of the BIOS?  You said you updated the drivers and applications so I assure you.  I think it's the latest BIOS for your laptop.
  
  I would also make the built in Diagnostics for hardware (RAM and hard drive because they both can cause similar symptoms).  This will help narrow down the cause.  If you don't know how to do these tests take a look at this document.  Be sure to view the results.

I understand that your HP Pavilion 17 - f061us Notebook PC is running on battery power and maintain a charge while the AC adapter is connected, but when you connected the AC adapter without the battery attached to the laptop would not turn.

  I did some research and found some documents for you based on a problem that you had described.

  • HP Notebook PC - troubleshooting the laptop power - If you need to buy a charger 9V AC power, make sure you are using the model number of the computer and check the good part number for the adapter to the store parts HP.
  • HP Notebook PC - improve battery performance (Windows 10, 8, 7, Vista).
  • Laptops HP - test and calibrate the battery (Windows 8) - for the status of your battery, follow the steps in this article to test your battery and calibrate if necessary. This document is a test that will determine if the battery is in good working condition.

  Toshiba Satellite Pro R50 - B series:

  You must disable the Intel Management Interface in the Device Manager in the contrary case, the computer laptop didn't shutdown completely / Standbymode will not work.

  Question (Bios V1.4 - Intel ME 11.00.1166):
