Is to let a standard user to change an administrator without concent.

I have some difficulty trying to block access to some programs because they won't let me see them to block applications. When I'm trying to manage accounts and click on the what programs are someone else can access it will not control panel. Must have this problem fixed soon.

Let a standard user can change to an administrator account. This is possible only if the standard user knows the administrator password or if the administrator does not have a password on the user account.
 
To block access to programs, it is required to connect to the computer as an administrator or at least know the admin password, if you try to block the program as a standard user.

    1. Burn a CD of Windows repair on the machine from a friend via the control panel / backup and restore. It takes less than five minutes.
    2. Set your BIOS so that it uses the DVD drive as its primary boot device.
    3. Start the computer with your Windows 7 repair CD.
    4. Press a key when prompted to boot from the DVD.
    5. Select 'PC Repair' in the menu.
    6. Select 'Repair' when prompted.
    7. When you are prompted, select System Restore.
    8. Configure Windows to a point before downgrade you your account.
    9. Plan ahead a little and create, test and document an alternative admin account, same as you have a spare emergency House key. This will save you a lot of trouble.

    When you say that you moved your hidden administrator account, are you talking about the account named "Administrator"? Since it is a built-in account, Windows won't let you remove it.

    If you are referring to your own admin account then removing would be to throw out your safe master key. I can't quite work on how you could do that, but you can get it from this reckless action as follows:

    I have currently the program has installed in an administrator account and I would like another user who is a Standard user in the computer to use the program without entering the administrator password to run the program.

    Is it possible?

    Reinstall program to make it available to all users "work" but perhaps you only want certain users to be able to run the program.

    It looks like a some of them present a potential security risk if the user no Admin numbers how it's done.

    Srimadhwa response was not condescending - it was simply a standardized response obviously resulting from Srimadhwa not fully read your initial post. From my experience, you get much better results politely point out surveillance instead of lashing out with a heavy dose of sarcasm. After all that it is a service that MS provides for free. Things would be a little different if you've agreed to pay for the advice.

    Since I was the user only administrator on the machine, I am concerned when other users would like to play their games. but can not, because I am not present.  I want to be the only Admin account on the machine.  Bad things tend to happen when I allow other users are administrators on the machine.

    In my opinion it of not necessary to reinstall Windows. You can change user permissions in your control panel of the active administrator account set. Then you can use this account, but normally you shouldn't t use an account with permissions to administrator if you surf the Internet.

    Also take a look on Google. There are enough pages they describe how to change user permissions.

    It must be a built-in Administrator account that does not remove-able.  When you get to the login screen, hit Ctrl-Alt-Del twice.  Then you should be able to enter "Admin" as user and leave the password empty (unless you have changed in the past).  Then, you should be able to create other users with administrator privileges or other functions of the administrator.
