  I have the latest Intel Chipset drivers installed and Windows XP Home SP3 with all updates.

  I bought a toshiba satellite m30x-174 a couple of months, and I have a problem with it.

  What do you mean by powered USB ports? Normally, the Toshiba models can provide 500mA per USB port. So, in this respect the ports are powered. But if the device you wish to join need more than that, then I suggest you use a HUB of some sort.

  I can't tell you how much would it cost to fix these two things, but I can tell you that you buy rather a new machine because the display and motherboard are the most expensive parts in your machine. Since your ports USB and your RJ11 (phone port) don't work anymore and this stuff is on the motherboard, I guess you have to swap the motherboard, too.

  I suggest you to sell your machine @ ebay and buy another. It would be too expensive to fix your machine. Believe me, I had a case of simiar and parts cost more then buy a new machine that was more recent and better performance.
