  im not toshiba but tell me how you know that your usb sata 3 do not work, you should have a usb 2.0 port and two usb 3.0 ports, if you use the usb 2.0 to usb 3.0 port device you will get only 2.0 speeds. USB 3.0 is backward compatible with usb 2.0 even peripheral id usb 3.0 according to manufacturer and specs of the device and how to use it. lets say spec is of high quality and again then you transfer files small speed should be fast that belong to 3.0 speeds but if you transfer large files then your currency becomes warm or hot and gets corrupted performance speeds down you can even get up to usb 2.0 speed and maybe that's why you think that your USB 3.0 ports do not work correctly , I hope that its clear things that worry you.

  I use it to dock in the office and the lid is closed, so I need to enter a password for DriveCrypt and generally control the boot/BIOS from a USB keyboard.   Did you install the image on the Toshiba Recovery CD? This image contains the Windows operating system, Toshiba drivers and additional utilities. After installation, everything should work fine, and also the USB ports should work also.

  The USP ports, you can find in Device Manager in the serial BUS controller universal section. Open the tree and check if there is some yellow exclamation points.
  Then try to remove the Device Manager, the controllers and the USB hub and restart the laptop. After restarting again the OS should recognize USB controllers deleted again.

  I just had a Satellite P500 and am running Windows 7. I downloaded all the latest drivers and updated the system BIOS to version 1.70 (from Toshiba support website). Now, my numeric keypad of the keyboard does not work.
