Windows 7 - preparation set up windows. Do not turn off.

I got this new toshiba laptop with windows 7 and it starts up and started using it. activated the 30 days free trial norton, surfing the internet and worked on some pictures for my sister. When I went to close it it says something like "installation 59 updates ' he has done fast enough, then it turned off. I went to meet my sister and when I turned on the laptop, he said 'preparation set up windows. do not turn off"he was stuck on this for hours, about 2 or 3. I thought that maybe he was stuck so I turned it off. I turned it back and he was still stuck on this same configuration screen. I turned off then turned it back and went into safe mode. I did a restore to before the updates 59 which was only a few hours earlier. I restarted the laptop and it looked pretty good. then I noticed he was saying something about the norton is maybe defective. he wouldn't let me turn on the antivirus and firewall. he wouldn't let me enter the network. I can't get on the internet basically can't do anything. It seems to work, but it is not. now, whenever I stopped it it starts to install the updates and when I start it again, it goes to the preparation set up the screen. I even left it for a day and a half on the screen configuration and nothing. What is the problem with my laptop brand new?

Usually a single word explains what causes these problems - Norton !
Is the laptop still under warranty? If so, Toshiba needs then provide support for problems with the operating system.

Instead of contact Toshiba, then through the dance where they try to blame Microsoft and will not help you, if the laptop is a recent purchase so I suggest you press on press F8 key just after you press the power button.
If you do not press F8 in time then Windows 7 will attempt to load and you will have to wait until she did try to do.

    I would suggest trying the following methods and check if it helps.

    What kind of PC you are using? A desktop or laptop computer?
    By "doesn't turn off" do you mean that you cannot close it in the start menu? or you can't even by pressing the button on your desktop/laptop?
    If you can turn it off in the start menu then your power button is damaged, and if you can't spend it in the start menu then something is wrong with your operating system.

    Problem fixed, for now.  Was able to start in safe mode and did a restore.  Run Windows Update and all is well.  Don't know where the problem came because it is a branded PC after only 2 hours of use, and the only thing I downloaded outside the windows update is an update for Silverlight.

    If you are able to boot to the desktop in mode safe mode try Method 1 if one does not work follow method 2.

    Navigate to the specified location and delete the files, and then try to boot into normal mode

    Once you boot to normal mode try to install the updates one by one and check if Windows update terminates the process.

    1. Click Start, type system restore in the search box, and then click System Restore in the list programs.

    If you are prompted for an administrator password or a confirmation, type your password or click on continue.

    2. in the System Restore dialog box, click on choose a different restore point and then click Next.

    3. in the list of restore points, click a restore point created before you started having the problem, and then click Next.

    4. click on finish.

    Note: When you perform the system restore to restore the computer to a previous state, programs and updates that you have installed are removed.

    I get this error "failed to configure windows updates. returning from changes. do not turn off your computer. The computer is a Samsung Ativ tab 5 and I got it for a little over a week.
    I have updated with the SW update
    The results of the troubleshooting online are:
    Problems encountered:
    Recent updates - not fixed installation problems
    Search for missing or corrupted - files detected
    Some security settings are missing or have been modified - fixed
    Registration for the service is missing or corrupt - fixed
    Windows Update error 0 x 80070490 (2014-02-10-t-11_25_11A) - fixed

    I have been through ALL the steps as described in http://support.microsoft.com/kb/949358. I have had no success.
    One thing that bothers me, is in the configuration of the system, I have a service called true vector Internet Monitor (Zone Alarm) and when the value disable as in http://support.microsoft.com/kb/929135, it is the only service still running when you perform a clean restart. I don't know if this affects the Automatic Updates/configuration or not.

    Thanks for trying to help. Now my computer seems to be up-to-date.
    I followed your steps but MicrosoftFixit50202.msi did not like "my OS is incompatible. I use windows 8.  I couldn't run this in default or aggressive.
    I did go in Control Panel and disable antivirus and firewall Zone Alarm and reset Windows defender by default.
    I did IE default web browser I have prob changed when I got to the computer.
    I then returned to set up a clean boot and this time I managed to disable the true vector Internet Monitor (Zone Alarm) to run.
    I ran the reset troubleshooting of Windows with the same result as before is to say:
    Recent updates - not fixed installation problems
    Search for missing or corrupted - files detected
    I think I have restarted my computer at this stage and then tried to update again.
    It has not yet, but with the error, I got an error code and a link to help. I don't have not noticed this before. I followed the help and ran about 5 command prompts that have to do with the renaming of files I think.
    Then I tried updating again and this time 38 45 updates succeeded. I then ran the update again and it seemed to work on the other 7 updates.
    Although Windows Update said I was now updated, I was skeptical as when this whole thing started is started when I got the "windows installs updates" and then "failed to configure updates. Returning... etc"then I restarted my computer. At the start, there was no message on try to configure the updates, then, how do I know they are configured and working as it should?

After reading several messages through other forums, I turned it and then turn again only to receive the same screen. Some of these forums say that it can take 2 hours or more because of so many updates made at the same time. I think I was trying to upgrade windows 8 for windows 8.1.

    I'm really worried about it just because I just got back this PC from ASUS and am needing to work. Can someone tell me if there are other options or make sure that it just take a while? I also read that you can actually go to the control panel > windows update > help to erase mistakes. Also, someone said that you can customize the number of updates at a time can be both.
