  What system do you use?

  Also have you tried to write data on discs of different brands?
  It might be possible that there is a problem with the disc incompatibility.
  So if you haven't tried different brands in the past, I recommend to do this.
  TDK are good and recommended use and test the R discs.

  Some users to also clean the laser lens. This helped also.
  Hydrophilic cotton tip and liquid alcohol is a good tool to get the clean laser lens.

  Code 39 means that the driver is corrupted or missing.

  Please make all below even if you have done some before as it is often the set of operations which solves

  Try this - Panel - Device Manager - CD/DVD - double-click on the device - driver tab - click
  Update the drivers (this will probably do nothing) - then RIGHT click the drive - UNINSTALL - REBOOT
  This will refresh the default driver stack. Even if the reader does not appear to continue below.
  
  Then, work your way through these - don't forget the drive might be bad, could be a loose cable or
  slight corrosion on the contacts (usually for a laptop) and other issues.

  Some DVD players do not use the Windows default drivers so check with the manufacturer of system and
  manufacturer of device to see if there is a firmware or drivers for your drive if necessary.

  A month ago I installed a new graphics (NVIDIA GeFORCE 6200 OC) card in my Dell Dimension 2350.  I discovered that the 250W power was not enough power to run the new graphics card, so I ordered a new power supply 480W.  After you install the new power supply, or my CD or my DVD players don't work.  They have a yellow! mark in Device Manager.  In the State of the device, he says: "Windows cannot load the driver for this hardware device.   I suggest updating the firmware of the player by downloading the latest version from the manufacturer and installation.

  It is a known issue and there are already several discussions here in the forum about error code 19 Device Manager. Toshiba has published an FAQ about this article:

  To get rid of this, you must remove the server - and lowerfilters in the Windows registry:

  1.demarrez > run > Regedit
  2. navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class {4D36E965-E325-11CE-BFC1-08002BE10318}
  3. in the right pane, delete the "UpperFilters" key and delete the key "LowerFilters".
  4.reboot.

  You can try this workaround:
  Go to Device Manager and remove the drive CD/DVD from the list of devices.
  Then go to the registry (regedit) and remove upper and lower key filters:

  Check with support of the manufacturer of the system (motherboard for custom systems manufacturer) updates
