  You will need to Contact HP and request a Reset of regionalization.  You will need to have access to your printer and the computer while communicating with HP and will need a set of cartridges region Japan.  As far as I know, should not be a charge for this, but you may have to ask to speak to a Manager as only a limited number of agents was formed in the regionalization reset procedure.

  What to say I put t understand this too, but there are some restrictions of manufacturers of different record companies and movie studios that don t allow you to change the region code.

  The world is divided into 7 regions of DVD.

  Region 4 - Australia and South America

  RPC 1 discs themselves are able to play any region but depends on the installed Reader software to control which region is played.

  Yes, you should be able to run the Japanese copy to the United States without problem.

  The installer is MUI, but the serial number is language specific.  So if you register with a serial number of English language, it can work in English if the language specified in the Setup.  Note Acrobat installer detects the language used by the operating system so that may require the specification of the language during installation.
