Well you have studied the issues pretty well. Could be material.
You have disk problems as the CD/DVD is actually 4 discs in 1 case (CD & DVD burning and)
Playback of CD and DVD). So it is not unusual for parts from 1 or 2 to not work so that others do
correctly.A CD/DVD cleaner might help.
CD have a tolerance + - and your must read on the edge outside these tolerances of discs.
They may be delivered, but it is generally more economical to replace the disk.Several good info here:

I use Acer 5740C with TSSTcorp CDDVDW TS - L633C ATA Device.It worked fine, but recently I formatted my drive because the cd/DVD drive driver wasn't loading and he lacked the drive. Is the CD/DVD drive listed in Device Manager correctly or you see a yellow exclamation mark on it?
Maybe the lens is dirty and must be cleaned with a Microfiber cloth. Open try CD/DVD and try to clean the lens with a clean Microfiber cloth.

I got on the last minor problems for three months with Windows Installer: software updates may not always be performed successfully, an error message was issued by Windows Installer on Quick Time, when I started the computer.
